who came up with the idea that man and woman should stay virgins until they get married?

You ought to look at the origins of the rule/law in the context of the prevailing circumstances at that time. The rule stems from ancient times, a time in which modern medicine did not exist and the people likely did not understand diseases or STD’s and very likely died or suffered other terrible deformities and serious handicaps as a result of them. 

Considering that even in today’s modern day and age where we still struggle to deal with and cannot cure a number of very commonly transmitted STD’s, it only makes sense that at that time, when no treatment was available, forcing individuals to abstain from sex until marriage would greatly reduce the spread of the diseases and limited them to the married couples.

Throughout most of human history, celibacy was expected until marriage, partly because they didn’t have contraceptives, but mostly because girls would normally get married between 12 and 16 years old, sometimes as young as 3. They were almost all arranged marriages as well, and it served society quite well. Now we have lovey dovey crap, get divorced causing financial ruin and causing kids to be raised in broken homes. Progress indeed.
